Biography

Edward F. “Foss” Hooper practices comprehensive Estate Planning with an emphasis on techniques that minimize estate taxes for the current generation and that eliminate them for future generations. Foss received a BS degree in Economics and a Masters degree in Business Administration from Rensselaer Polytechnic Institute. After graduation, he served as a Captain in the United States Army and was a Senior Systems Engineer for IBM. He attended Marquette  University Law School where he received his Juris Doctor degree summa cum laude. Foss received the George L. Laikin Award in estate planning, the Joseph I. Swietlik Award in taxation, and the Law Alumni Award for the highest academic average in his class.

Foss is the fourth generation of his family to be a member of the Wisconsin State Bar. He founded Hooper Law Office, LLC as a practice dedicated to estate and wealth transfer planning,with offices in Appleton, Green Bay and Oshkosh Wisconsin. Foss also practices, on a limited basis, in Phoenix, Arizona during the Winter. His practice includes revocable trust and will planning, asset protection planning, life insurance planning, business succession planning,Medicaid planning, VA benefit planning, and trust settlement and probate services.

Foss is a founding member, and past president, of the Wisconsin Council of Estate Planning Attorneys; a member of Sunbridge Masters; a member of WealthCounsel; a member of ElderCounsel; and a member of e.Planners. He holds the CExP (Certified Exit Planner) designation from BEI, the CLU and ChFC designations from the American College, is a Fellow of the Life Management Institute, holds the CPCU designation, was designated an Advanced Wealth-Strategist Planner by the Esperti Peterson Institute, and is accredited by the Veterans  Administration.

Foss has a strong commitment to charitable planning and to community service. He served on the board of the Visiting Nurses Foundation and was both an elder and a deacon of his church. Foss gives educational presentations throughout Wisconsin on estate planning and charitable giving.He served as a continuing education instructor for the Society of Financial Services Professional sand has spoken at state meetings of the Wisconsin Association of Life Underwriters and the Wisconsin Fraternal Insurance Counselors. He has also presented several times at the national conference of WealthCounsel/ElderCounsel.
